In order to speed up the wool industry structure adjustment and transformation and upgrading, to curb the low level repeated construction and blind expansion of production capacity, the protection of the ecological environment, promote energy conservation, improve resource utilization level of energy, according to the relevant laws and regulations and industrial policies, to develop "rock wool industry access conditions", is to be announced. Relevant departments and related businesses should take the entry conditions as the basis for investment in rock wool projects, land supply, environmental impact assessment, energy supply, quality and safety supervision, credit, financing, construction and production operations.

The Ministry of industry and Commerce issued the "access conditions for rock wool industry" (hereinafter referred to as "access conditions"), and "access conditions" put forward specific requirements for new and expanded rock wool projects and related technology and energy consumption, so as to curb low level repetitive construction and blind production capacity.

Rock wool is a kind of inorganic external thermal insulation material for exterior wall. In the past, the occupancy of rock wool material in the construction market is around 10%, but with the general recognition of building safety and fire awareness, the demand for rock wool materials in construction industry is increasing. Since 2011, the price of rock wool board has soared from 42 yuan / cubic meter to 240 yuan / cubic meter.
The entry conditions indicate that the new and expanded rock wool projects must conform to the national industrial policies and industrial planning, and make overall plans for resources, energy, environment, logistics and market. The site selection of new rock and cotton projects must conform to the overall planning of land use, the policy of land supply and the standard of land use.

"Access conditions" also stipulates that the total scale of new rock and cotton projects should not be less than 40 thousand tons per year, and the single line size should not be less than 20 thousand tons per year.
